March 1, 2024: Fiscal Responsibility in Town Government

FISCAL RESPONSIBILITY IN TOWN GOVERNMENT

Dear Island Neighbors,

As your Ward 1 representative and Chair of the Finance & Administrative Committee of Town Council, I am committed to ensuring our community’s resources are managed transparently and efficiently.

Upon assuming my role as Chair of Finance & Administrative committee, I discovered a lack of structured processes in our funding allocation, where decisions were often influenced by immediacy, reaction and political connections – which in my opinion, never allows for excellent outcomes.

To address this, we took steps to implement the Affiliated Agency process between our Council and Finance & Administrative Committee funding recipients. This process is crucial for several reasons:

1) Transparency: The committee of Council outlines expectations and criteria, making the allocation process open for public scrutiny. In one example, there were four forums to allow the committee and constituent vetting process to occur.

2) Accountability: Both parties (funding recipient and the Town) are held to their commitments, ensuring responsible use of funds.

3) Efficiency: Clear terms reduce ambiguity, speeding up project implementations.

4) Fair Play: A standardized process ensures fair evaluation based on Council priorities, eliminating favoritism.

5) Strategic Alignment: Funded projects must align with Council goals, ensuring our resources are invested in programs and projects we have vetted, as your elected officials.

6) Service To Community: Funding must be used to deliver services not currently delivered, that benefit the Town, on behalf of the public good.

Recently, the committees body of work was highlighted on WJCL regarding  funding of the RBC Heritage, watch here. Additionally, our committee efforts supported the Island Ambassador program and the Island Recreation Association and we supported housing initiatives with Habitat for Humanity and CCDC, detailed in a press release here.

These examples underscore the positive impact of our Affiliated Agency funding process, which I am proud to have implemented. I encourage you to review each document here.

The introduction of this formalized process in 2023 marked a significant step towards responsible governance. I invite your feedback and participation as we continue to improve our processes and hear the 2024 Affiliated Agencies requests.
